　　羅錫文院士：推進(jìn)中國農(nóng)業(yè)機(jī)械化發(fā)展的“3-2-3”戰(zhàn)略（英）

Luo Xiwen，academician of Chinese Academy of Engineering and professor of South China Agricultural University，introduced ‘3-2-3’strategy to promote development of agricultural mechanization in China at an international conference in July 13，2018.

The first ‘3’is a clear development strategy of ‘three steps’. By 2025，China will basically realize agricultural mechanization，and its scientific and technological innovation capability will be enhanced significantly. Agricultural mechanization will be realized from scratch and from being to being.

By 2035，China will realize agricultural mechanization in an all-round way，and scientific and technological innovation ability of agricultural machinery will basically reach level of developed countries，so as to realize agricultural mechanization from the whole to the best.

By 2050，China's agricultural mechanization has reached a higher level，agricultural machinery science and technology innovation ability and developed countries run side by side，some areas lead to achieve agricultural mechanization from good to strong.

The ‘2’in ‘3-2-3’is to adhere two principles of development. The first principle of development is to synchronize whole process of mechanization. Mechanization of whole process mainly includes production mechanization of all links during prenatal，postnatal and postnatal stages. Comprehensive mechanization mainly refers to comprehensive mechanization of crop production，industry development and region development. 

The second principle of development is parallel development of farm machinery 1 and agricultural machinery 4. Agricultural machinery 1 refers to from scratch. Agricultural machinery 2 refers to from having to whole. Agricultural machinery 3 refers to from all to good. Agricultural machinery 4 means from good to strong. According to China's national conditions，from agricultural machinery 1.0 to agricultural machinery 4.0，it can not take road of sequential development，but develop in parallel and advance synchronously.

The second ‘3’ in‘3-2-3’is 3 key tasks. The first is technological innovation of agricultural mechanization in weak links. The second is technological innovation of key technology of modern agricultural machinery and equipment. The third is scientific and technological innovation of agricultural equipment intellectualization.
